Freischütz in Grafenwoehr - an Army Captain's Tribute

In light of recent events with COVID-19, Soldiers living in Grafenwoehr and the 7th Army Training Command have started complying with local German provisions against the virus and actually anticipating changes as they occur to ensure Soldiers not only comply with local laws, but Army directives. This means a higher health protection level for Soldiers and their families. Day-to-day life has changed in a big way: Soldiers are working from home if considered non-essential, and families have been notified of the required changes. Most functions can be done digitally, so we have started using software that has allowed us to do the majority of work from our houses. Administrative measures are still seen to as we take measures against the virus, and Soldiers can still improve their physical endurance and strength.
For me, working from home has made things easier in some ways, but harder in others. It has allowed me more time with family and to develop my musicianship. I am not an Army musician, but a Troop Commander in the 2d Cavalry Regiment. My musical education and training occurred before I commissioned 8 years ago, but I still seek out opportunities to perform.
I was approached about making music for a Public Affairs project to highlight how we at 7th Army Training Command are still part of the German community. I naturally agreed, and I persuaded them into the Freischütz for a few reasons. First, Weber actually lived in Bavaria for a time before he wrote Freischütz. Second, we work in a training area, so an excerpt from an opera about bullets and marksmen was deemed appropriate. And third, I didn't really see a recording of "Ein Prosit" as a message we wanted our Soldiers to receive during a time of isolation. The Public Affairs team used the Acapella recording I made and overlaid it with our Commanding General's message in front of the Grafenwoehr tower, which is a landmark visible for miles around the training area and the namesake of our garrison, "Tower Barracks."

Anticipar y gestionar las crisis se ha convertido en una necesidad en el mundo de hoy, y las organizaciones han desarrollado rápidamente programas para satisfacer esta demanda en los últimos años. La pandemia de COVID-19 sirve como un recordatorio de la importancia de contar con planes efectivos de gestión de crisis y considerar el antes, el durante y el después.
Es por esta razón que en Latinoamérica se están tomando rápidamente medidas y estableciendo planes y convenios para prepararse hacia lo que viene en el futuro. Muchas instituciones académicas y culturales de Latinoamérica y Centroamérica están promoviendo enlaces académicos con algunas instituciones de países desarrollados para preparar a sus estudiantes y recibir clases de manera virtual con los profesionales de algunas Importantes Universidades de estos países del Primer Mundo. Desde el año 2015 yo soy el Profesor del Horn Studio de la Universidad de Panamá y por medio de algunos convenios institucionales se han realizado Festivales de Horn y Máster Clases con algunos de los más importantes Pedagogos de importantes instituciones de Norte America y Europa. Sin embargo, esto no es igual para otros países de Latinoamérica, especialmente para aquellos que están pasando desde hace algunos años por situaciones políticas y sociales críticas.
Mi propuesta concreta, en este boletín, es solicitar la creación de un programa de asistencia educativa que consista en enviar a algunos de sus asociados a los diferentes Conservatorios y Universidades de esos países. Muchas de esas Universidades y Conservatorios no tienen un presupuesto que les permita pagar los gastos de viaje para profesores invitados y mucho menos para cubrir los gastos de hotel y boletos aéreos internacionales.
El objetivo principal es la educación continua, promovida a través de la IHS, con el objetivo de preparar a esos estudiantes y brindarles con esto la oportunidad de proseguir sus estudios en otras instituciones reconocidas.
Education: More support for the universities in Latin America.

Anticipating and managing crises in today’s world has become increasingly necessary, and in recent years, organisations have rapidly developed programs designed to meet these needs. The COVID-19 pandemic serves as a reminder of the importance of having effective crisis management before, during and after.
It is for this reason that in Latin America they have been taking rapid measures and establishing plans and agreements in order to make preparations for what the future may bring. Many of the academic and cultural institutions in Latin America as well as Central America are promoting academic ties to several institutions in developing countries in order to properly prepare their students, as well as receive virtual classes with professionals in many of the important First World countries. Since 2015, I have been the professor of the horn studio at the University of Panama, and through such cooperation between institutions, have been able to realise festivals and masterclasses with some of the more important pedagogues at prestigious institutions in North America and Europe. However, this is not the case with other countries in Latin America, especially for those who have recently experienced critical political and social situations. My concrete proposal in this bulletin is to initiate the creation of an educational assistance program which would entail sending some of its associates to various conservatories and universities in these countries. Many of the universities and conservatories have no precedent which enables them to pay the travel costs of the visiting professors much less covering the guests’ accommodations and international flights. The objective is the continuing education promoted by the IHS, in order to prepare these students and provide them with the opportunity to pursue their studies at other recognised institutions.

Joel Arias was born in Venezuela, and began his early musical training at the age of eight. He studied Keyboard from age 9 and his studies on Horn at the “Sistema de Orquestas Juveniles e Infantiles de Venezuela” at the age of ten.
During two consecutive periods he was a recipient of the DAAD (Deutscher Akademischer Austauschdienst) Stipendium, scholarship granted by the German Government to complete his post-graduate studies, perfecting his skills as a soloist with the Valve Horn and the Baroque and Natural Horn with Michael Höltzel at the celebrated “Hochschule für Musik Detmold”. Baroque and Classical Horn with Prof. Ab Koster in die “Hamburg Hochshule für Musik und Theater” (in Germany), with Prof. Javier Bonet in “Escuela Superior de Música de Cataluña” (Barcelona-Spain). Master Class with Phill Mayer, Frank Lloyd and Radovan Vlatkoviç.
In 1997, he has named associate professor of the Itinerant Conservatory from the Beracasa Foundation together with the acclaimed French Horn player André Cazalet. Presently, he is professor at the Facultad de Bellas Artes de la Universidad de Panamá, Principal-Horn of the Orquesta “Sinfónica de Venezuela” and Current President of the “Delfino Núñez” Foundation for the Iberoamerican Horn School and Area representative for the International Horn Society. Mr. Arias can teach in German, English, Italian and Spanish.
Meir Rimon Commissioning Assistance Fund 2020

en français This fund was established by the Advisory Council of the International Horn Society in 1989. Meir Rimon (1946-1991) was Principal Horn of the Israel Philharmonic Orchestra and served three terms as Vice-President of the International Horn Society. In memory of our esteemed colleague who had a positive effect on many performers, composers, and audiences around the world, the fund was renamed in his honor in 1992. An annually updated list of works that have been supported by the Meir Rimon Commissioning Assistance Fund may be found in The IHS Online.
The purpose of this fund is to encourage new and significant compositions that feature the horn by offering needed financial assistance to qualified IHS members. Compositions of modest difficulty are particularly encouraged. Awards are granted by the Advisory Council of the IHS, which has sole discretion in the administration of this fund. The fund has a total of $8,000 available annually, but the Advisory Council reserves the right to offer less or more than this amount depending on the nature and merit of the proposed and selected projects.
All applications should be submitted electronically to the MEIR RIMON COMMISSIONING ASSISTANCE portal. The Deadline for Applications is May 15, 2020

Este fondo fue establecido por el Consejo Asesor de la Sociedad Internacional de Trompistas (IHS) en 1989. Meir Rimon (1946-1991) fue el trompista principal de la Orquesta Filarmónica de Israel y sirvió tres mandatos como Vicepresidente de la Sociedad Internacional de Trompistas. En memoria de nuestro estimado colega, que tuvo un efecto positivo en muchos artistas, compositores y audiencias de todo el mundo; el fondo fue renombrado en su honor en 1992. Una lista actualizada de obras que han sido respaldadas por este fondo se puede encontrar en el sitio web de la IHS.

Le fond d’aide à la création Meir Rimon
Ce fond a été établi par le Comité consultatif de l’Association internationale du cor (AIC) en 1989. Meir Rimon (1946-1991) a été cor solo de l’Orchestre philharmonique d’Israël et a servi trois mandats à titre de vice-président de l’Association internationale du cor. En mémoire de ce cher collègue, qui a eu un impact positif sur grand nombre d’interprètes, de compositeurs et de spectateurs à travers le monde, le fond a été renommé en son honneur en 1992. Une liste mise à jour annuellement des œuvres qui ont été soutenues par le Fond d’aide à la création Meir Rimon peut être trouvée sur le site web de l’AIC.
Le fond a pour objectif d’encourager la naissance de nouvelles compositions significatives mettant en vedette le cor en offrant une assistance financière aux membres qualifiés de l’AIC. Les compositions de niveau intermédiaire sont fortement encouragées. La gestion du fond est à l’entière discrétion du Comité consultatif et les lauréats sont sélectionnés par le celui-ci. 8 000$ sont disponibles annuellement, mais le Comité consultatif se réserve le droit d’offrir un montant plus ou moins important selon la nature et le mérite des projets sélectionnés.

Marche à suivre :

- Un maximum de quatre demandes seront permises à un même membre de l’AIC à l’intérieur d’une période de 10 ans.
- Les œuvres qui reçoivent du soutien financier du Fond d’aide à la création Meir Rimon de l’AIC ne peuvent être inscrites au Concours de composition de l’AIC.
- Veuillez joindre le C.V. à jour du compositeur, en incluant les précédentes compositions, commandes, prix et reconnaissances qui démontrent les compétences créatives du compositeur
- Un texte bref doit accompagner l’application ; celui-ci doit démontrer l’importance de la démarche et inclure la date prévue de l’achèvement du projet, l’instrumentation, la durée de la composition, et le rôle que prendra le compositeur lors de la création de l’œuvre en concert ainsi que pour la promotion de celle-ci.
- Applications en ligne : toutes les applications doivent être faites en ligne via le formulaire d’application Aide à la création Meir Rimon (à venir bientôt)
- Toutes les applications en ligne doivent être en format MS-Word ou en format PDF. Les documents ne seront pas retournés et deviendront la propriété de l’Association internationale du cor.
